The chat fallback only treated 生成/做/跑/出 as task verbs, and the shorter RDev alias 用户需求 stole 初始用户需求表.

weichenandCursor 687f930f40 feat(trace): deliver recheck and impact notices in chat 
A new recheck mark is posted into the actor's existing project session, and a downstream-impact event does the same. Asking about what a change affects still resolves to impact analysis.

weichenandCursor 2fbb5bab49 feat(intent): match rdev document names when the user asks to generate 
生成项目建议书 now resolves to rd_proposal. Longer titles win, so 系统设计方案 is not mistaken for the shorter business-stage phrase, and an explicit generate command is no longer swallowed by a progress question.

weichenandCursor 525047b841 feat(intent): depend on maturity vocabulary instead of bizdev 
Intent only needed the three official stage tokens. Moving them to a
leaf package lets the recognizer compile without the orchestration root.
