weichenandCursor c7eab1f7d1 fix(chat): add RWMutex to Session and snapshot accessors to close data race 
- Session gains mu sync.RWMutex + SnapshotMessages/AppendMessage/
  TouchLastAccessed/SetProjectID/Project accessors
- sendMessageInternal, hydrateVisibleHistory, getOrCreateSession,
  cleanStaleSessionsLocked, handleChat, handleChatStream,
  enrichSessionWorkflowStage, bindSessionDocumentSummaryReader all use
  locked accessors instead of raw field access
- ProjectID mutation now goes through SetProjectID (only when changed),
  closing the cross-project pollution window in handleChat/handleChatStream

weichenandCursor 3f42149457 feat(bizdev): snapshot collaborators onto Runtime and Server ports 
Composition roots copy Parts once so HTTP/CLI handlers stop calling locator getters on every request.

weichenandCursor c159786a70 fix(docgov): keep markdown hard-breaks and unify content hashes 
Semantic-preserving canonicalization, same-byte write paths, structured
content errors, and a dry-run-default migration_repair stop 404s caused
by trimming project-143 hard-breaks and no-op lease hydrations.
