Keep 09-13 docrev audits/remediations in_progress with explicit W3 ownership, move the W1-D task body to *-w1d.md with evidence commands, and set phase2 remediation to in_progress because acceptance remains unchecked.
Move done DOCREV short-terms, checklists, and handoffs into archive/ops and retarget relative links after Round20 close-out.

Note that HealProjectDocuments now shares pg_advisory_xact_lock(project_id) with member writes so an old reviewer cannot be written back.
