Mark W4 projection/deploy/recover/Darwin as landed in FEATURE-MATRIX,
close the superseded governance-automation short-term, and refresh
residual closeout SHAs after local_dev merges.

feat(w4): complete doc projection CAS and deploy/recover loop
...
Add whole-doc and row projection with hash CAS, real enqueue→claim→
fake-deploy→SQLite receipt chain, Darwin lsof cwd visibility, and
black-box tests. PI image compose remains deferred.

fix(ops): copy agentctl_w4 into script test fixtures
...
Disposable Git fixtures only copied agentctl.py, so imports of the new
W4 helper module crashed before any guard assertions could run.
