weichen f9f055bee1 feat(agentctl): add governance console P1 serve and action APIs 
Implement loopback HTTP console with claim new, integrate prepare, and pi packet sharing the same helpers as CLI; ship SPA and MCP brief/claim_archive wrappers.

Add human-readable --format table, one-page brief, claim archive via docs
apply CAS, and four MCP readonly tools. Includes P1 console design doc
and engineering-tool test evidence.

weichen 28ed7005dd feat(tooling): add governance catalog and requirement overlap gates 
Extend agentctl SQLite with catalog tables, CJK FTS5 recall, hard/soft
overlap gates, fail-open embeddings, backfill, and MCP/skills hooks so
cross-conversation designs cannot silently conflict.

Load configs/agent-governance.json from the main worktree with fail-closed
POLICY_* codes, and keep test fixtures writing the same contract file.

WeiCHEN ae001a85c1 fix(ops): copy agentctl_w4 into script test fixtures 
Disposable Git fixtures only copied agentctl.py, so imports of the new
W4 helper module crashed before any guard assertions could run.

weichen fed87ad14b feat(governance): enforce managed worktrees and scoped agent operations 
Consolidate approved policies and add local lease, document CAS, commit, candidate and environment gates. Preserve conservative recovery and cleanup limits.
