config.Explain + 65 键 reporting-only 注册表（取值仍由 Load 唯一决定，抽样测试防漂移）
秘密键永不显示值；env-file 层展示文件路径
server config explain 子命令，与 Load 同源的 env 文件栈解析
单测：注册表活性抽样、四层归属、秘密脱敏；冒烟验证 CLI 覆盖行

后续 U10b 核心：ConfigSnapshot 全字段快照 + desired/applied revision + instance-settings 层。

- config.Explain(envFiles, cliOverrides): per-key source layer following the
  application precedence cli > process-env > env-file > default; registry is
  reporting-only (values still applied solely by Load); secrets never shown
- ParseEnvFileKeys shares applyEnvFile's parsing rules
- cmd/server 'config explain' resolves the same env-file stack as Load and
  renders the attribution table; smoke: HTTP_PORT/AGENT_BACKEND -> cli
- tests: registry liveness sample + layer attribution (file/process/cli/
  default) + secret masking
- full per-field snapshot with applied/desired revisions remains U10b core
