KTD13/KTD15 落地：

  • 规范三层化（硬边界/默认/建议），远端权威=Gitea 保护分支
  • 删除 agentctl-mandatory 客户端规则；cursor hooks 降级 advisory
  • CURRENT/MATRIX 只读化，任务状态以 Issue/PR 为单一来源
  • CI 新增 tracked secrets 扫描（必需）
  • 收口记录含 V19/V20/V23/V26 验收证据
