weichenandCursor 81743dcb75 docs(ops): remove .doc root stubs and archive completed research

Delete 15 redirect stubs now that canonical paths exist under audit/
and remediation/. Move completed ops/research to archive, fix internal
links, and remove untracked duplicate test-report workspace artifacts.

Phase 2：工作流设计器与模板库 Implementation Plan

依据：.doc/remediation/2026-09-11-production-ready-workflow-governance-plan.md §7、§15 Phase 2

Goal: 工作流定义版本化入库；模板 CAS 资产库；Admin 草稿/校验/发布/退役；静态 catalog bootstrap；运行时 DBCatalog。

不在本阶段： 项目激活冻结、instance 快照、阶段 ABAC（Phase 3）。

门禁	判定
已发布版本不可变	Publish 后 UpdateDraft 拒绝
非法工作流不能发布	Validate 失败 → 422
旧 catalog bootstrap	BootstrapSeeds 幂等写入 5 套 published v1
运行时读 DB	NewCatalog 优先 DBCatalog
