agent-bot 39bd5367b5 chore: remove herdr orchestration (user decision: herdr will not be used)

- delete herdr start/dispatch scripts, herdr_agents.py and its test
- drop Herdr section from PROJECT.md and row from .doc/README.md taxonomy
- roster and handoff docs migrated to .doc/archive (history preserved,
  not deleted); test-reports mentioning herdr kept as dated evidence

已验证脚本语法、全部 profile dry-run、全部 route、错误标准名和无实例安全退出。

未推送远端（用户未要求）。
Cline 已安装且可调用，但标准命名 Herdr 实例仍需一次只读和一次隔离 worktree 写验收后才能升为 active。
