Development-Manager 治理系统迁移
用户目标与授权
- 用户目标：将 Agent-System 内管理/规范系统复制式迁移到独立仓库 Development-Manager（
/home/weichen/projects/Development-Manager），关联远端 weichen/Development-Manager；自举自治；新增项目登记表实现单机统一管理；为后续中心服务端演进预留。 - 交付终点：DM 仓可用、治理测试绿、双 daemon 并存、迁移溯源完整；Agent-System 管理系统暂不移除。
- 禁止项：不移除 AS 管理系统；不默认 force；push 仅在用户确认后（本任务用户已授权按方案实施含 push）。
- 架构决策：阶段 A 单机统一管理；阶段 B（不实施）中心服务端 + 分布式客户端；git 历史全新初始提交。
范围与非目标
- 允许：DM 仓新建与治理工具链/文档副本；AS 侧本任务文档、测试报告、CURRENT 认领行。
- 非目标：产品 Go/React 代码；AS 治理删除；阶段 B C/S 实现。
