Track E 持久事件交付
目标
按 E0A→E0B→E1A→E1B→E1C 完成 notify、workflow advance、projection 的 PG 持久交付，并用授权页面刷新/重启恢复证据关闭 DOC-RELIABILITY-PILOT 的事件部分。
范围
- E0A：生产入口/UoW、event contract、runtime registry、历史数据与 sequence 门。
- E0B：PG dispatcher、attempt audit、独立进程、并发与故障注入。
- E1A/B/C：三个消费者独立 shadow、switch、rollback 和真实恢复验收。
非目标
- FAV consumer 激活、bizdev/chat/intent 结构重构、HTTP 错误信封、PI typed result。
- 删除或覆盖历史事件；在 E0A 通过前启动 dispatcher。
步骤
- E0A 单独建 short-term/分支，dispatcher 保持 off。
- E0A 报告通过后再认领 E0B。
- 依次交付 E1A notify、E1B workflow advance、E1C projection；每步独立 go/no-go。
- E2 兼容守卫：live 时闭包停写；hook API 待 live 窗口后删除。
- 同步 test report、CURRENT、FEATURE-MATRIX、gap-matrix、复盘。
验收标准
- 满足 Phase 2 Track E Definition of Done（共享 live 与删除 hook API 仍开放）。
- 每个波次拥有独立 owner、mutex、分支、报告和回滚证据。
- 未把计划、MemoryBus、stub 或日志冒充生产 PG/browser/restart 验收。
