晋升 dev → test（rc-v1.0.0-beta.3）

目标

在 production_ready=yes 前提下，把本地 dev@46a0fb2（含 leftover + W2–W7）合入 test，重建测试服务，供部署后实测。

范围

• test --no-ff 合入当前 dev
• 候选 tag rc-v1.0.0-beta.3
• ./scripts/env-service.sh test rebuild（部署新代码，不 pin beta.2 旧镜像）
• :8081 health/ready；goose 00048 可迁移

非目标

• 不合入 main
• 不启用 FAV live / FAV_DEGRADED_READ
• 不升 MULTI_INTENT_PLAN_TIER / SEMANTIC_SUMMARY_REPLACE
• 不翻转 production_ready
• 不终止项目 143
• 不按 D7 草案删除数据

步骤

1. 确认 gap-matrix production_ready=yes；FAV/D7/SWBOOT 为 deferred_enhancement
2. 占集成槽；合入 test + tag
3. rebuild 测试服务
4. health/ready + schema 冒烟

验收标准

• :8081 health/ready PASS
• schema 到达 48（00048 additive）
• FAV 仍 off
• 默认 flag 仍 off
