weichenandCursor 2620d808c4 fix(web): unify chat window cache keys and merge IndexedDB restore ...

Pass userId on every saveSessionWindowCache write, LRU-evict full cache
keys, and applyRestoredFileRaw so mount restore cannot drop newer deliverables.
