文档编制人兼任：U2 逐文档模式与激活
目标
落地逐文档 duty_policy=author_only：规划校验、预览摘要、激活 token 绑定策略 revision，激活事务内行锁串行化关闭总开关。
范围
- DocTaskPlan / PreviewSummary / ProjectSettings 扩展
- ResolveDocTaskDuty、Save/Preview/Activate 消费 U1 策略
- Goose 00051 token revision 列
- app 适配器装配、HTTP 错误码映射
- 单元测试
非目标
- Heal/文档投影（U3）
- 前端 UI（U5）
- 运行时动作多职责（U4/U6）
步骤
- 类型与解析器

验收标准
- 一位成员兼任可存/预览/激活（总开关开）
- 总开关关时 Save 拒绝
- 预览后 revision 变化旧 token 409
- 未开模式只填作者仍 partial 拒绝
- 旧快照缺 duty_policy 时 hash 稳定
