治理目录库与跨对话需求重叠检测
用户目标与授权
- 用户目标：跨对话需求/功能重叠与冲突可机器检测；认领、缺陷、测试、发布版本进入与业务库隔离的治理目录。
- 授权来源：用户确认计划「治理目录库与需求重叠检测」并要求按 to-do 全量实施。
- 交付终点：Catalog schema + FTS5 中文召回 + 两级门禁 + 回填 + 可降级向量层 + MCP/技能 + 工程回归报告；受控合入 local
dev。 - 禁止：不连业务 PostgreSQL；不新建第二库文件/容器；不自动升 MATRIX；不 push；不强制产品 PI 全链路（工程工具变更，NOT REQUIRED）。
范围与非目标
- 允许写入：
scripts/agentctl*.py、scripts/catalog_backfill.py、scripts/mcp/agentctl-mcp.mjs、scripts/tests/、configs/agent-governance.json、.doc/（方案/任务/报告/模板漂移修复）、.cursor/skills与 mandatory 规则补充。 - 非目标：跨机权威认领、产品业务功能、自动删除 worktree。
