Close the W9 project audit task card before merge

Why: PR #209 delivers this W9 increment; the card must not stay open on main.
Evidence: Backend HEAD 84a6f6f CI vet-and-test and governance succeeded (GATE).
Impact: card archived; records the 37-48 migration renumbering and the user-owned v0.6.0 tag.
