Agent-Native #21 与 Agent-Squad #20 完成 intent 级联；backend 的嵌套 pins 须携带对应头（native 6ea69293、squad 592a410），否则 Dev check-pins 失败（实测）。
验证
go test -count=1 ./...30 包全 ok，无 FAIL。合入顺序
Agent-Intent #6/#7 ✓ → Squad #19 ✓ → Backend #74 ✓ → Agent-Native #21 ✓ → Squad #20 ✓ → 本 PR → Dev 三 pin PR。
