Include login_keys in storage-migrate copyOrder

Why: v26 login_keys landed without updating the migrator table list, breaking make test.
Evidence: go test ./cmd/storage-migrate -run TestCopyOrderCoversAllFixtureTables
Impact: SQLite→PG migrate copies one-time login keys; unblocks Dev make test gate.
