Implements the EXT-20 shared regulations and web evidence extension point (U9 of the regulations knowledge base plan).

Task card: .task/feature-regulations-kb-ext20.md (receipt, verification, review).
Proposal: Agent-System-Documents docs/proposals/2026-10-18-ext-20-regulations-provider.md (separate PR).
Initiative: Agent-System-Dev feature/regulations-kb (PR #614).
