Why: Fast/slow O2 increment I2. Backend can attach Agent-Native's RouteContractEOF (I1, Agent-Native 2fc66be) to one exactly configured OpenAI-chat route, so a tool-call stream that ends without [DONE] but satisfies C1-C9 is released. Design/plan passed user stage 4/5 on 2026-10-20; I1 passed stage 6.
Evidence (SELF, host @e1a90a5): deps/agent-native pinned to 2fc66be; gofmt; git diff --check; go build ./...; go vet ./internal/runtime ./internal/settings; go test ./internal/runtime ./internal/settings (and -race for RouteContract tests) all ok. CI (GATE): this PR. Independent review: see Dev task card.
Impact: Three system-scope settings models.routeContractEOF.model/.baseUrl/.identitySha256 (any empty = off, the default). All five openLLMClient call sites go through openRouteClient, which decides per resolved (model, base) only. No behaviour change unless configured. Dev repin (I3) and the paid probe (P1) are separate.
Refs: Agent-Native#48; Dev task feature/fast-slow-o2-i2-backend; plan docs/superpowers/plans/2026-10-19-fast-slow-o2-route-contract-eof-plan.md section 3. Draft pending user stage 6 review.
