Merge current Backend main into U3 candidate

Why: Preserve the accepted U7 account transaction and identity safeguards while retaining U3 material checkpoint startup ordering and runtime fixes.

Evidence: The shared app.go edits are in separate startup/account-maintenance sections; full Go and parent composition checks will be rerun after this merge.

Impact: Includes mainline account changes without changing U3 public contracts or model-call budget.

Agent-System-Backend
