weichen 7776399fe7 Reapply the A1 review m1-m4 fixes lost in a stale apply

Why: the m1-m4 changes (intent_session comment sync, cancel reason,
expiry fail-closed, slot ownership) were applied to a backend state
that later got reset, losing them from the branch; the reviewer
correctly flagged their absence.
Evidence: repair receipt (a1m-run.json) reusing the preserved
transport diff; per-package tests below.
Impact: the four review-minor behaviors restored on the current tip.
