Why: Queued work and completed results need stable identity, execution fencing, and honest recovery.

Evidence: SELF make evidence records four-task promotion, restart reconciliation, stale-executor fencing, and existing material/notice tests.

Impact: Uses namespaced existing execution leases and canonical atomic task updates; legacy results require trusted input bindings before reuse.
