weichen d88dcb999f Wire the lint skills root from the runner instead of the app root

Why: lint-boundaries rejects new app->quality edges (architecture ratchet);
runtime already depends on quality for the scorer and holds SkillsDir, so the
injection belongs there. Same behavior, allowed dependency direction.

Evidence: SELF - go vet + go test ./internal/runtime ./internal/app pass;
lint-boundaries edge list unchanged.

Impact: quality.SetLintEnvRoot now called from LLMRunner.Execute when
SkillsDir is configured (idempotent, process-wide).

Agent-System-Backend

对话系统后端：Go 模块化单体，默认构建为单二进制（go:embed 内嵌前端与嵌入式 SQLite 存储）。组合 Agent-Native / Agent-Squad / Agent-Intent 生态，依赖 agent-system-core 契约。
