Why: failed or ungrounded material notices still asked nontechnical users to choose deliverables and could act on invented model options.

Evidence: failure, partial, no-suggestion, forged-marker, source-drift, reload and host-option RED→GREEN tests; race, isolated PostgreSQL, full Backend vet and tests pass.

Impact: only a completed source-bound result with 3-4 bounded suggestions can offer a choice; failed or stale notices preserve truthful status and block unsolicited delegation.

Agent-System-Backend
