Record the diagnostics conclusions and pause unit dispatch

Why: the svc flake is machine-load-dependent (load 66 during failures,
idle-machine runs pass 553/553) and the .gitmodules rewrite did not
reproduce under controlled materialize tests; agent-unit dispatch is
not viable at current load.
Evidence: two idle full-suite runs 553/553 green; controlled
materialize test with unchanged .gitmodules md5.
Impact: task metadata only.
