Why: Combination verification requires fixed Backend, Documents, Frontend, and UI component identities.

Evidence: Component suites passed; the first Dev make test was correctly rejected before gitlinks were fixed.

Impact: Pins the local U4 candidate for subsequent Dev tests; RDM remains separately verified through its Backend overlay.
