Pin the postgres boolean dialect fix in the backend store

Why: the backend fix unblocks account management, login and conversation
flags on the postgres tier (1/0 literals and int scans rejected with 42804).

Evidence: backend PR #64 merged; live pg1 CLI verified (reset-password +
user list OK); combined make test green.

Impact: dev pins move to the fixed backend; no other surface changes.
