Close the chat-live-quality task card and archive it

Why: the merged combo's card needs its PR link backfilled and the card
file archived per the no-bookkeeping-debt rule.

Evidence: Dev PR #29 merged as c6f5368; card carries test and E2E
records.

Impact: .task/feature-chat-live-quality.md moved to .task/archive/ with
the main-record link filled; no code change.
