Record the combined test evidence

Why: The drill, handbook, and Documents pin need a combined test result before review.
Evidence: make test exit 0 via make evidence (SELF). CI on the pull request remains the GATE.
Impact: Local suite passed, including worktree, Python, frontend, UI, and agent-command checks.
