Why: Record that U1 whitelist is covered by component tests and
build; full make test still hits unrelated svc port flakes.
Evidence: SELF component-tests-3 exit=0; make build exit=0;
make test governance FAIL (svc lock/port env).
Impact: Task card stage note only.
