Record no-project surfaces fix results

Why: Close out the no-project surfaces 404 with unit receipts, CI, merges and 8788 retest.
Evidence: Frontend CI runs 4541/4542 and RDM CI runs 4545/4546 success (GATE); 8788 browser retest PASS (SELF).
Impact: Task card only.
