Why: Keep the implementation, honest failed model evidence and approved planning progress reviewable as one candidate.

Evidence: Native SELF suite, PG and meaningful red-to-green receipts; independent reviewer reports and all original model artifacts are retained.

Impact: Pin source-record and terminal-state fixes; preserve U3 acceptance and extra-sample authorization as pending, with no deployment.
