Prepare the authorized progressive workbench implementation

Why: isolate the approved interface work and fix its component baseline. Evidence: imported startup precheck SELF receipt; source requirements and plan recorded in Documents. Impact: task metadata, project links and authoritative UI/Frontend baselines; existing service state is untouched. Refs: UI01-UI13 and work-companion-ui implementation plan r1.
