Merge current Dev main into U3 resource preparation

Why: Preserve the merged DHF progress note and task-card archive before writing the U3 resource proposal.

Evidence: Documents branch merged current main without conflict; Core and UI feature pins contain main pins; staged diff checked.

Impact: Updates only Documents gitlink and unrelated task archival.
