Pin synchronized browser validation and evidence

Why: Preserve the latest Frontend mainline export controls and the corrected batched-notice browser assertion in the U3 candidate.

Evidence: Frontend 269 unit tests/build and six task-owned HTTP/Playwright scenarios passed after merge; required Dev sync returned changed=0 at d852c15. Earlier failed sync and browser receipts are retained.

Impact: Frontend gitlink and task evidence only; current-head full Dev CI, PostgreSQL replay and review closure remain pending.
