Why: The exact Dev combination must use the cleaned Backend-authoritative role and account administration surface.

Evidence: Frontend 280 tests, UI 163 tests, production build, and knip 43/43 passed.

Impact: Advances only the U4 Frontend gitlink and records prior combination evidence.
