Bump Backend, Frontend and UI to the merged scratch session work

Why: Accounts without project.create get isolated no-project
conversations; the three component PRs are merged.

Evidence: component CI on each merged PR head (GATE): Backend#241
2424f8e, Frontend#123 b02ff83, UI#60 db5129c; composite make test is
recorded on the task card.

Impact: modules/backend 029917e, modules/frontend ec1ced3,
modules/ui df1c3ed.
