Pin the merged I1 command-model and router combination

Why: The I1 intent/router increments landed across the chain (intent
#6/#7, squad #19/#20, native #21, backend #74/#75); Dev pins must
point at those merged component main heads.

Evidence: check-pins exit=0 after the full cascade.

Impact: Four gitlinks.
