Pin backend at the gate-surface projection head

Why: Backend PR #76 fixed the boundary violation by projecting the
command types through intentgate; the Dev pin must carry it for
lint-boundaries to pass.

Evidence: backend CI success on #76; check-pins ok.

Impact: One gitlink plus the card receipt.
