Why: Bind the reviewed component pins and unchanged quality failure to the latest local combination result.

Evidence: Imported SELF make test and make build receipt on Dev 7f667f2; Backend f74f6a0 exact-head CI and independent stop-guard review passed.

Impact: Keep six PRs draft and leave the model acceptance and merge gates closed.
