Why: The final zero-paid candidate has independent code review and task-owned database/browser results at fixed SHAs.

Evidence: Imported PostgreSQL and HTTP Playwright SELF receipts; reviewer independently replayed Backend 5f53f80 and found no remaining Critical/Important.

Impact: Pin Documents b776fe1 and record code mechanism PASS separately from model quality NOT_RUN; no paid call or merge.
