Mark the Q1 task card completed for folding

Why: All seven work packages are merged and all three acceptance clauses are verified; the close scan only folds completed cards. Evidence: ten PRs merged across the chain; make test exit=0 at 516cdf62; all module suites green. Impact: Task card only.
