Why: make the approved increment and its remaining activation gates reviewable without treating local tests as platform admission.

Evidence: original SELF red-green, direct suites, governance suite and read-only platform outputs were captured by make evidence in the task card.

Impact: task record and source references only; no platform operation, CI trigger change or activation.
