Record u3 fail-stop reconciliation and u4 retry transport

Why: the pin bump to the reviewed head required a fresh routed unit
after a startup TLS failure fail-stopped the first run; receipts and
composition evidence recorded per gating.
Evidence: /tmp/u3-pin-bump-receipt.json, /tmp/u4-pin-bump-receipt.json;
make test-frontend SELF entry.
