Preserve the synchronized draft validation receipts

Why: retain the actual synchronization and document checks for review of the proposed scheduling policy.

Evidence: make evidence captured precheck, task-sync, file digests and relative-link checks as SELF in the task card; CI and execution trials remain NOT_RUN.

Impact: task evidence only; the candidate policy remains proposed and the runtime delivery mode is unchanged.
