Preserve final scoped task archive checks

Why: Keep complete archive verification after the active card is moved.

Evidence: Original SELF synchronization and scoped diff receipts confirm no product or unrelated card changes.

Impact: Task records only.

+归档增量的 task-sync 与范围验证通过 RECEIPT 模式生成，原始 SELF 文件位于 .task/artifacts/project-member-access-receipts/project-member-dev-archive-{sync,check}.json。归档后旧脚本无法定位 active card，故同步表没有再次追加；完整工具收据仍保留。本次闭合只改本任务卡及记录，不清理工作区；闭合 PR 另经独立 Review 和当前 HEAD CI。
