Why: The combination result and the planning status need to live with the same task, without treating local verification as a merge.

Evidence: SELF receipt edb81a90 records make test && make build at exit 0. Documents af5093d records what remains NOT_RUN.

Impact: Reviewers can see the implemented chain, the local evidence, and that sync, CI, and deployment have not happened.
