Archive the superseded port-governance card

Why: this card's work was delivered by four later batches (#694, #698, #702,
#705), all merged. Leaving it as 'in progress' misrepresents the state.

Evidence: the four PRs are merged; the test tree now has zero hardcoded
binding ports.

Impact: task archive only.

+本卡的实现未由单一 PR 交付，而是由后续四批完成并全部合入 main：
+
+- PR #694：`tests/test_svc.py` 的 `test_addr_change_keeps_database_and_auth` 与 `tests/test_svc_backup.py` 的 `register_agent` 两处硬编码绑定端口改动态。
+- PR #698：`test_legacy_exec_dsn`、`test_dbref_binding`、`test_refusals_keep_registration` 三处。
+- PR #702：identity / rdm_admin / u2 / user_binding / lifecycle_isolation 五个文件共 42 处（其中 9461/9462 跨三文件重号）。
+- PR #705：`test_svc_deploy_txn.py` 两处收尾。

+至此 `tests/` 全树不再有 `seed_agent`/`register_agent` 硬编码绑定端口（`register_pg` 只写文本不绑端口，保留）。本卡自身无独立代码变更，故按「已归档（被取代）」处置，不走 PR 流程。
