Record the W11-U2 release package unit in the increment D card

Why: agent-per-unit governance requires the attempt recorded in the increment D card.
Evidence: w11-u2-release-package completed via cursor attempt 1; transport 76f7620 on the RDM branch; SELF gofmt/vet and targeted+full domain/rdmapp/plugins tests all ok.
Impact: Task card only.
